The 2027 Compliance Calendar: Every IMO and EU Deadline Bulk Carrier Owners Must Plan For
2027 is the year in which several regulations adopted in 2024–2025 start to bite at the same time. On 1 January 2027 the IMSBC Code Amendment 08-25 becomes mandatory and the CII reduction factor jumps to 13.625 %; on 1 March 2027 the 0.10 % sulphur limit applies in two new Emission Control Areas; and two SOLAS retrofits — lifting appliances and pilot transfer arrangements — run through the year. Individually each is manageable. Together they compete for the same budget, dry-dock windows and people.
Why Plan 2027 as One Programme?
Technical managers usually handle regulations one circular at a time. In 2027 that approach fails because:
- Structural work overlaps. Crane certification (SOLAS II-1/3-13) and pilot transfer strong points (SOLAS V/23) both need yard time and Class attendance.
- Data feeds everything. The same fuel and distance data drive the IMO DCS report, the CII rating and EU ETS / FuelEU costs.
- Commercial exposure is shared. Charterers screen ships on CII, ask about cargo eligibility under the IMSBC Code and pass on ETS costs.

Requirement by Requirement
IMSBC Code Amendment 08-25 — 1 January 2027
- Twelve new cargo schedules, including two Group A cargoes that may liquefy: apatite concentrate and phosphate rock fines (uncalcined).
- Fish meal (fish scrap), stabilized, UN 2216 is Class 9: the ship’s dangerous goods Document of Compliance (SOLAS II-2/19) must cover it.
- Revised DRI (A) loading criteria, iron ore pellet density and stowage factor, and segregation table 9.3.3.
CII — tighter every year
- Reduction factor vs. 2019: 13.625 % (2027), 16.25 % (2028), 18.875 % (2029), 21.5 % (2030).
- A ship rated D for three consecutive years or E once must revise SEEMP Part III with a corrective action plan.
- Many bulk carriers rated C today will drop to D in 2027 without operational change.
New Emission Control Areas
- Canadian Arctic and Norwegian Sea ECAs: NOx Tier III for qualifying new ships since 1 March 2026; 0.10 % sulphur from 1 March 2027.
- North-East Atlantic ECA: in force 1 September 2027; 0.10 % sulphur from 1 September 2028.
- Action: update fuel change-over procedures, log entries and bunkering plans.
Enhanced IMO DCS — 31 March 2027
- Fuel by consumer and fuel type, fuel underway vs. not underway, laden distance and transport work.
- The first full report covers calendar year 2026 — errors cannot be corrected after year-end.
EU ETS and FuelEU Maritime
- Allowances for 100 % of verified 2026 emissions to be surrendered by 30 September 2027.
- FuelEU: GHG-intensity limit −2 % vs. 2020 until 2029, −6 % from 2030.
Lifting appliances — SOLAS II-1/3-13
- Existing cargo, engine-room, provision and hose-handling cranes must comply by the first renewal survey on or after 1 January 2026.
- Testing and thorough examination per MSC.1/Circ.1663; SWL permanently marked; register and certificates on board.
Pilot transfer arrangements — SOLAS V/23
- Parts D & E (inspection, 30/36-month service life, spares, familiarisation) apply to all ships from 1 January 2028.
- Structural items (strong points ≥48 kN, trapdoors, handholds) should be done at 2027 dry-docks.

- IMO Net-Zero Framework — adoption adjourned in October 2025; no timeline set.

- Q4 2026: gap assessments (pilot transfer, cranes), CII projection 2027–2030, IMSBC readiness and DoC review, fuel change-over procedures.
- Q1 2027: IMSBC 08-25 in force; Master briefings; DCS report by 31 March; Class submissions for modifications.
- Q2 2027: CII 2026 rating; corrective action plans where needed; type-approved equipment specifications.
- Q3 2027: NE Atlantic ECA (1 Sep); EU ETS surrender (30 Sep); dry-dock works.
- Q4 2027: ladders delivered, SMS package issued, crew familiarised, pre-2028 verification.
