When a vessel changes flag, owner or manager, her statutory plans do not transfer automatically.
Every plan approved “on behalf of the Administration” must be re-issued or re-endorsed for the new Flag. Every plan naming the Company, DPA or CSO must be updated. Emissions monitoring plans must be re-submitted to the new verifier before the first voyage under the new company. Miss one, and the first Port State Control inspection under the new flag finds it for you.
The Real Bottleneck: Four Approval Authorities, One Delivery Date
A vessel takeover is a logistics exercise with a hard deadline. The MoA sets the delivery window. Charterers set the laycan. The documents set whether the ship can actually sail.
For the Technical Manager and DPA, the problem is not knowing what to update. It is that four separate parties must act in parallel:
- Classification Society – re-stamps plans approved on behalf of the new Flag (where Class is the RO).
- New Flag Administration – issues interim certificates and accepts or re-approves plans under its own national requirements.
- Recognized Security Organization (RSO) – reviews and approves the Ship Security Plan for the new company.
- Accredited Verifier – assesses the revised EU MRV / ETS and FuelEU Maritime Monitoring Plans.
Each works to its own queue. A comment from one can stall the others.
The “find-and-replace” trap
The common shortcut is to take the previous owner’s manuals, or a sister ship’s, and replace the ship name, company and flag. It looks fast. It fails on inspection.
- Contact lists, DPA/CSO details and emergency numbers left from the previous company.
- Tank capacities, sounding tables and BWM sequences that belong to another hull.
- Cargo securing calculations based on the wrong lashing points or deck strength.
- Stability and towing data that no longer matches the ship’s actual condition after modifications.
PSC officers and vetting inspectors check plans against the ship, not against the cover page. A mismatched plan is a deficiency at best and a detainable ISM failure at worst. During the Paris and Tokyo MoU CIC on Cargo Securing (1 September – 30 November 2026), the Cargo Securing Manual sits at the top of every inspector’s list.
What Must Be Re-Issued, Updated or Re-Approved?
The short answer: anything approved by or for the old Flag, anything naming the old Company, and anything reporting emissions under the old company’s monitoring. The breakdown below groups each plan by who signs it off.
1. Class & Flag Approved Statutory Plans
- Ballast Water Management Plan (BWM Convention, Reg. B-1) – Approved by the Administration. Re-approval or re-endorsement for the new Flag; update company, BWM officer and D-2 system details.
- SOPEP (MARPOL Annex I, Reg. 37) – Approved plan. Company contacts, coastal state contact list and flag reporting details must change. Panama Canal SOPEP must carry the vessel-specific ACP contacts for transits.
- Garbage Management Plan (MARPOL Annex V, Reg. 10.2) – Mandatory on board; approval is flag-dependent. Update the designated person and company procedures.
- Cargo Securing Manual (SOLAS VI/5.6 & VII/5) – Approved by the Administration. Must reflect the ship’s actual fixed and portable securing equipment. A priority item during the 2026 CIC.
- Fire Control & Safety Plan (SOLAS II-2/15.2.4) – Approved; language must meet the new Flag’s requirements alongside English.
- Trim & Stability Booklet / Damage Control Booklet (SOLAS II-1/5-1, II-1/19) – Re-stamped for the new Flag, with the loading instrument approval aligned to the same data.
2. Security & Safety Management (Flag / RSO)
- Ship Security Assessment & Plan (ISPS Code, Part A/9) – A new company means a new SSA and an SSP approved by the Flag or its RSO before the interim ISSC.
- MLC Procedures & DMLC – DMLC Part I is issued by the new Flag; Part II must be redrafted by the new shipowner and certified.
- ISM Safety Management System – The ship’s manuals, contacts and DPA details must be integrated into the new company’s SMS for the interim SMC.
3. Emissions & Environmental Verifiers (Immediate Re-alignment)
- SEEMP Parts I, II & III (MARPOL Annex VI) – Part III, the CII implementation plan, must cover the current three-year period and be verified under the new Administration. On a flag or company transfer, fuel data for the part-year is reported and the data trail must stay unbroken.
- EU MRV / ETS Monitoring Plan (Reg. (EU) 2015/757, as amended by 2023/957) – A change of shipping company requires a revised monitoring plan assessed by the verifier, and may change the ETS administering authority.
- FuelEU Maritime Monitoring Plan (Reg. (EU) 2023/1805) – Must be revised and assessed for the new company. Any gap leaves the GHG-intensity record and FuelEU compliance balance exposed.
4. Shipboard Operational Manuals (Not Approved, Mandatory on Day 1)
- Emergency Towing Booklet (SOLAS II-1/3-4) – Ship-specific towing procedures and arrangements.
- SOLAS Training Manuals (II-2/15.2.3, III/35) & Fire Safety Operational Booklet (II-2/16.2) – Must reflect the equipment actually fitted.
- Recovery of Persons from the Water (SOLAS III/17-1) – Ship-specific plans and procedures.
- Mooring System Management Plan (SOLAS II-1/3-8, MSC.1/Circ.1620, OCIMF MEG4) – A standard RightShip and vetting check.
- Lifting Appliances (SOLAS II-1/3-13, in force 1 January 2026) – Operation, maintenance, inspection and testing records for cranes and other on-board lifting appliances. Critical for geared bulk carriers and multipurpose vessels.

| The FleetPreserve Angle: One Workflow, One Deadline: Treat the flag change as one technical project, not sixteen separate document requests. The delays come from fragmentation: one consultant for the BWMP, another for the CSM, the verifier waiting for an MRV plan nobody owns. Consolidate the scope at MoA stage and every submission runs from the same ship data, at the same time. |
That is how FleetPreserve runs the Acquisition & Flag Change Pack:
- 100% ship-specific. Every plan is built from the vessel’s actual GA, capacity plan, tank tables and equipment lists. Never a renamed template.
- Calculations in-house. Stability, cargo securing, emergency towing and structural calculations are performed by our own Naval Architects.
- 5–10 working days. Typical turnaround from complete ship data to submission-ready drafts.
- End-to-end approval. We submit to Class, Flag, RSO or Verifier and close out every comment until approval.
- Editable deliverables. Every plan in Word and PDF, with pre-agreed rates for future revisions.
How it works:
- Scope and fixed quotation
- Ship data collection
- Ship-specific drafts in 5–10 working days
- Class / Flag / Verifier approval and comment close-out
- Delivery in editable Word and PDF

Deliver the Ship, Not the Deficiencies
A flag change succeeds or fails in the weeks before delivery. If the plans are ship-specific, approved and on board on Day 1, the first PSC inspection and the first RightShip review become routine. If not, the new owner inherits the old owner’s paperwork and the new flag’s detention risk.
FleetPreserve’s Acquisition & Flag Change Pack covers the full set: Class and Flag approved plans, SSP and MLC documentation, SEEMP and EU MRV / FuelEU monitoring plans, and the Day-1 operational manuals. Preferential Fleet Rates apply for three or more sister or fleet vessels.
